Item 'We the People': Demarcating the demos in populist mobilization—the case of the Italian Lega(Social Sciences, 2021) Schmidtke, OliverThis article is a theoretically guided and empirically based analysis of how populist movements invoke the notion of the ‘people’ as a cornerstone of their political mobilization. While the confrontation between the virtuous ‘people’ and the unresponsive elites speaks to how populism challenges established political actors and institutions, the actual meaning of who the ‘people’ are and what they represent is shifting and often driven by strategic considerations. Analytically the article investigates the distinct ways in which nationalism and populism conceptualize and politically mobilize the notion of the ‘people’. Empirically it focuses on the Italian League and engages in a discourse analysis of its political campaigns over the past 30 years. Based on this textual analysis of political campaigns, the article sheds light on how the reference to the ‘people’ has been employed as this political actor has transformed from a regionalist party advocating for autonomy in Northern Italy to one taking up the role of a populist-nationalist party at the national level. This case study allows the author to make a generalizable hypothesis about the nature of identity politics promoted by populist actors and the way in which the invocation of the ‘people’ and their alleged enemies is a pivotal political narrative that opens and restricts opportunities for political mobilization. This interpretative approach also allows for a more concise conceptual understanding of the affinity that right-wing populists demonstrate toward nativist ideologies.Item Conservation Guidelines for Modernist Architecture in the Victoria Region(2020-01-10) Segger, MartinGuidelines provides a framework for articulating the significance of project authorship and “design intent” in the process of developing strategies for preserving the Modernist architectural heritage in Victoria, British Columbia (1935-1975). It outlines an aesthetic historical context, presents a summary of the unique design vocabulary of regional Modernism, and provides a series of case studies that illustrate how the intentions of designers and builders can be respected and preserved within differing building types.Item The Limits of Policy Analytics: Early Examples and the Emerging Boundary of Possibilities(Politics and Governance, 2018) Longo, Justin; Dobell, Alan RodneyPolicy analytics has emerged as a modification of traditional policy analysis, where the discrete stages of the policy cycle are reformulated into a continuous, real-time system of big data collection, data analytics, and ubiquitous, connected technologies that provides the basis for more precise problem definition, policy experimentation for revealing detailed insights into system dynamics, and ongoing assessment of the impact of micro-scale policy interventions to nudge behaviour towards desired policy objectives. Theoretical and applied work in policy analytics research and practice is emerging that offers a persuasive case for the future possibilities of a real-time approach to policymaking and governance. However, policy problems often operate on long time cycles where the effect of policy interventions on behaviour and decisions can be observed only over long periods, and often only indirectly. This article surveys examples in the policy analytics literature, infers from those examples some characteristics of the policy problems and settings that lend themselves to a policy analytics approach, and suggests the boundaries of feasible policy analytics. This paper argues the need to find ways to handle the myriad social decisions on environmental questions routinely, without invoking all the heavy machinery of conscious collective choice. Such decentralization demans market instruments. But coupled with the appeal to market instruments must be the strengthening of public decision structures, accountability mechanisms, and democratic guarantees.
