FOREWORD:
In June of this year the Institute for the Quantitative Analysis of Social and Economic Policy undertook to prepare a study of programs for financial assistance to students attending post-secondary educational institutions. This study was supported jointly by the Ontario Department of University Affairs and the University of Toronto Project on Efficient Allocation of Resources in Higher Education.
