By examining the essentials of teacher inquiry, curriculum change, and instructional leadership, we use these qualities to describe the reasons for methods used to implement a Flexible learning environment. The discussion here identifies the need to create the implementation of such whole changes as teacher based action research projects, supported by distributed leadership models. In a narrative approach, supported by a number of literature reviews, a discussion of failures and potential success of an implementation of a Flex schedule within a Junior High school is presented.
