The motivations for adding the chamber to the existing detector of Brookhaven experiment E787 are discussed. The results of a Monte Carlo study of the momentum resolution of the detector with the chamber are presented. The methods of construction and calibration are detailed. Results from a positioning and position resolution study using cosmic ray data are presented.
