Many Western Canadian police forces have identified a strategic objective to recruit and retain more members from visible minority groups in order to create a response oriented service that acknowledges factors in the external environment that create risks and challenges, such as changing demographics, population increases, and the changing nature of crime and social disorder. The purpose of this project was to analyze and recommend options to assist one of the major Western Canadian policing organizations in addressing challenges related to the recruitment and retention of individuals from four of their largest visible minority groups - South Asians, Chinese, Filipinos and Blacks.en_US
