dc.description.abstract | This paper lays out conceptual foundations and strategic directions necessary to plan an integrated and comprehensive approach to preventing and reducing the harms from substance use. It provides an overview of the political context in which responses to problematic substance use are created. It addresses the nature of substance use and some of what can make it problematic, and articulates the foundational concepts such as prevention, harm reduction, population health and social capital. | en_US |
