| dc.description.abstract | A perversion of public policy is playing out over land-based sewage treatment in Victoria, the capital city of British Columbia, on Canada’s southern west coast. The Capital Regional District (CRD) has been ordered by the BC government to waste an estimated $1.1 billion on a massive project that will cause environmental harm in one of the world’s most stunning natural and built environments. The Capital Regional District plans to construct land based sewage treatment plants to serve the core area municipalities (Victoria, Oak Bay, Esquimalt, Saanich, Langford, View Royal and Colwood), with capital costs to be shared by municipal, provincial and federal governments.
